Robert C. Bannerman Diplomatic Security Employee of the Year

The Robert C. Bannerman award recognizes the outstanding contribution to security made by any of the more than 34,000 employees of the Bureau of Diplomatic Security. The nominee may come from any of the different specialties within Diplomatic Security. The nominees from the other specialties who are not selected, receive a bureau level employee of the year award recognizing them as the best in their specialty.

The winner of the Bannerman award receives a certificate signed by the Secretary of State, and a cash award - typically $10,000.

Robert C. Bannerman was the Chief Special Agent in the Office of Security from 1920 – 1940. The Office of Security was the predecessor of the Bureau of Diplomatic Security.

  • 2014 Bannerman Winner - Paul H. Davies, Supervisory Special Agent, for decisive leadership and initiative at the United States Consulate in Herat in improving the efficiency and effectiveness of the Regional Security Office, defending the facility and its staff during the September 13, 2013 terrorist attack, and advancing U.S. diplomacy throughout western Afghanistan.[1]

  • 2013 Bannerman Winner - K. Andrew Wroblewski, Supervisory Special Agent, for exceptional initiative and leadership in updating and expanding critical programs, and winning the respect and admiration of colleagues through his sustained exemplary performance, in particular in the face of a deadly terrorist attack on Embassy Ankara February 1, and the spillover of the ongoing civil war in neighboring Syria.[2]

Miller, Supervisory Special Agent, was cited for exceptional leadership in balancing traditional security concerns with the importance of implementing U.S. foreign policy goals to ensure U.S.national security and counter-terrorism objectives were met during a period of extreme danger.

  • 2009 Jeffery N. Groves, Security Technical Specialist, was cited for numerous contributions at the U.S. Embassy in Kabul, Afghanistan, that significantly enhanced the post’s security, ensuring a safe and secure working environment[7]
  • 2008 Frederick J. Ketchem, Supervisory Special Agent, for his superior achievements as senior deputy regional security officer during his tour of duty at the U.S. Embassy in Baghdad.[8][9]
  • 2007 Steven J. Bernstein, Supervisory Special Agent,for his exemplary leadership and innovative approaches to resolving Transformational Diplomacy security issues and outstanding efforts to empower the embassy and the USAID mission in their endeavors in the dangerous, harsh and difficult environments of Sudan.[10]
  • 2006 R. Scott Owens, Security Engineering Officer, During his assignment in Iraq, Owens planned and installed a complete security system for a new compound within the "Green Zone," conducted detailed plans for upgrading the security at four Regional Embassy Offices, planned and set up a classified project that substantially reduced the risk of high-level information being covertly lost to hostile elements, and also led a major upgrade of the U.S. Embassy's emergency public address system. [11]

  • 2005 James Onusko, Director of Personnel Security and Suitability, for his outstanding and highly effective work streamlining the State Department security clearance process. By upgrading the Department’s personnel security program, Mr. Onusko reduced the average time for an initial State Department clearance by a remarkable 75 percent since coming on board in March 2004.[13]
  • 2004 Bill Miller, Supervisory Special Agent, as the first regional security officer in Baghdad since 1991, Special Agent Miller was responsible for establishing the security office and programs to protect the newly opened embassy and staff in what can only be described as a difficult and challenging environment.[14]

  • 2003 Michael Evanoff, Supervisory Special Agent, for his superlative performance and many accomplishments during a period of daunting security challenges after the Sept. 11 attacks. He effectively protected a busy, high-threat embassy and improved the efficiency and effectiveness of the regional security office, providing security to more than 7,000 temporary duty visitors and preparing for the war in Iraq. His performance throughout this extraordinary period is a credit to the Bureau of Diplomatic Security and to the Department of State.[16]
  • 1998 Special Agent Paul Peterson and Special Agent Timothy Burchfield (co-winners), SA Peterson, posted at the U.S. Embassy in Nairobi, was honored for his performance in the aftermath of the embassy bombing in August 1997. SA Burchfield was honored for his performance at the U.S. Embassy in Athens against what officials called a backdrop of constant threat, real danger and high anxiety.

  • 1998 Bernard A. Johnson, Supervisory Special Agent, for his leadership as chief of the office’s protective and consular liaison group. His efforts are credited with successfully closing more than 1200 taskings involving the welfare and safety of over 286 foreign missions, the Untied Nations Headquarters, and over twenty United Nations General Assemblies in New York.
